A high percentage of the student population seeks higher education. About 100,000 students are registered at Greek universities, and 15% of the population currently holds a university degree. Entrance to a university is determined by state-administered exams, the candidate's grade-point average from high school, and his/her priority choices of major. About one in four candidates gains admission to Greek universities. He never defined this principle precisely, and it has generally (e.g. by Aristotle and Augustine) been understood as a sort of primal chaos. Net inflows were estimated at about $5 billion in 1998. These funds contribute significantly to Greece's current accounts balance and reduce the state budget deficit. The Greek Constitution claims absolute freedom of religion. It also states that all persons living within the Greek territory shall enjoy full protection of their religious beliefs. Note however, that apart from Christian churches and Jewish synagogues, visibly operational temples of other religions do not exist in the capital, mainly due to opposition from the Greek Church. The Orthodox Church, as well as the secular state must approve any activities related to building official temples. The Constitution defines the "prevailing religion" of Greece as the Eastern Orthodox Church of Christ. About 80% of Greece is mountainous or hilly. Much of the country is dry and rocky; only 28% of the land is arable. Greece has mild, wet winters and hot, dry summers. Temperatures are rarely extreme, although snowfalls do occur in the mountains and occasionally even in Athens in the winter. Several anecdotes suggest that Thales was not solely a thinker; he was involved in business and politics. One story recounts that he bought all the olive presses in Miletus after predicting the weather and a good harvest for a particular year. Another version of this same story states that he bought the presses to demonstrate to his fellow Milesians that he could use his intelligence to enrich himself. Herodotus recorded that Thales advised the city-states of Ionia to form a federation. The country consists of a large mainland at the southern end of the Balkans; the Peloponnesus peninsula, -- separated from the mainland by the canal of the Isthmus of Corinth; and numerous islands, including Crete, Rhodes, Euboea and the Dodecanese and Cycladic groups of the Aegean Sea. Greece has more than 14,880 kilometres of coastline and a land boundary of 1,160 kilometres. Greek painters worked mainly on wooden panels, and these perished rapidly after the 4th century AD, when they were no longer actively protected. Today nothing survives of Greek painting, except some examples of painted terra cotta and a few paintings on the walls of tombs, mostly in Macedonia and Italy. Of the masterpieces of Greek painting we have only a few copies from Roman times, and most are of inferior quality. Painting on pottery, of which a great deal survives, gives some sense of the aesthetics of Greek painting. The techniques involved, however, were very different from those used in large-format painting. The economy has improved steadily over the last few years, as the government tightened policy in the run-up to Greece's entry into the zone of the EU's single currency, the euro, on January 1, 2001. Average per capita GDP in 2003 comprised $20,000[3] (http://www.cia.gov/cia/publications/factbook/fields/2004.html). Greece has an expanding services sector and telecommunications industry and has become one of the largest investors in her region. Moreover, Greece now operates as a net importer of labour and foreign workers (mainly from the Balkans, Eastern Europe, the Middle East and Pakistan) now account for 10% of the total population. Greece is traditionally a seafaring nation and has built an impressive shipping industry based on its geographic location and the entrepreneurial ability of its ship owners. The Greek-owned fleet (all flags), one of the three largest worldwide, totalled 3,358 ships (134 million DWT) in 1998.
