The history of the Greeks, however, extends far beyond the current borders of Greece. As early as the 7th century BC the Greeks were colonising parts of what are now Turkey, Cyprus, Italy and Libya. The conquests of Alexander the Great in the 4th century BC established Greek rule over Anatolia, Egypt, Syria and Mesopotamia. As parts of the Byzantine Empire, these areas and others were part of the Greek world for many centuries. By the 15th century, however, nearly all the Greeks were living under the rule of the Ottoman Empire. Finally every Greek town had a theatre. These were used for both public meetings as well as dramatic performances. These performances originated as religious ceremonies; they went on to assume their Classical status as the highest form of Greek culture by the 6th century BC (see Greek theatre). The theatre was usually set in a hillside outside the town, and had rows of tiered seating set in a semi-circle around the central performance area, the orchestra. Behind the orchestra was a low building called the skene, which served as a store-room, a dressing-room, and also as a backdrop to the action taking place in the orchestra. A number of Greek theatres survive almost intact, the best known being at Epidaurus. Whether or not we attribute the Pythagorean theorem to Pythagoras, it seems fairly certain that he had the pioneering insight into the numerical ratios which determine the musical scale, since this plays a key role in many other areas of the Pythagorean tradition and since no evidence remains of earlier Greek or Egyptian musical theories. Another important discovery of this school -- which upset Greek mathematics, as well as the Pythagoreans' own belief that whole numbers and their ratios could account for geometrical properties -- was the incommensurability of the diagonal of a square with its side. This result showed the existence of irrational numbers. Greece is located at the junction of three continents: Europe, Asia, and Africa. Greece's foreign policy, despite its joining NATO in 1952 and its accession to the European Community in 1981, has remained focused on the Balkans and the eastern Mediterranean region. The Secretary General of Press and Information prepares the Athens News Agency (ANA) Bulletin. Along with AP and Reuters, this is a primary source of information for the Greek press. The Ministry of Press and Information also issues the Macedonian News Agency (MPE) Bulletin, which is distributed throughout the Balkan region. For international news, CNN is a particular influence in the Greek market; the major TV channels often use it as a source. State and private TV stations also use Eurovision and Visnews as sources. While few papers and stations have overseas correspondents, those few correspondents abroad can be very influential. To date, however, there has not been a final statement on behalf of the whole Orthodox Church, with regard to the status of Rome. This is not surprising, since such general, authoritarian statements are simply unheard-of within Eastern Orthodoxy, even upon issues with little to no internal disagreement. Therefore, a lack of a definitive, authoritarian, "Church-wide" statement cannot be taken to mean that the Eastern Orthodox Church necessarily espouses or rejects a specific belief. This sort of centralized communication is neither typical of nor appropriate to Eastern Orthodoxy. Because of its democratic nature, in order to make such a pronouncement, the Orthodox Church would be required to convene another ecumenical council, the last of which was held in 787 AD. There has been talk in recent years of doing exactly that in order to clarify the church's position on certain modern issues though nothing definite has been set. The tradition of philosophy in Ancient Greece also added to the literary works. Greek learning has had a profound influence on Western and Middle Eastern civilisation. The works of Socrates, Plato, Aristotle, and other Greek philosophers profoundly influenced Classical thought, the Islamic Golden Age, and the Renaissance. Greece continued to rely on foreign borrowing to finance its deficits. Public sector external debt was $32 billion at the end of 1998. The general government debt was $119 billion at the end of 1998, or 105.5% of GDP. Greece's external debt was $32 billion at the end of 1998.
